President Donald J. Trump has unveiled a sweeping 20-point peace plan aimed at ending the Gaza conflict and transforming the region into a beacon of stability and opportunity. The proposal promises an immediate ceasefire, hostage exchanges, and full-scale humanitarian aid, while laying the groundwork for long-term governance and economic revival.

Key highlights include:

Demilitarization of Gaza under international supervision, with Hamas excluded from governance.

A transitional technocratic government overseen by a global “Board of Peace” chaired by Trump.

Massive redevelopment efforts, including infrastructure repair and a special economic zone to attract investment.

Deployment of an International Stabilization Force (ISF) to train Palestinian police and secure borders.

Pathways to Palestinian statehood, contingent on reform and peaceful coexistence.

The plan blends security, diplomacy, and development, offering a fresh political horizon for Israelis and Palestinians. Whether it succeeds will depend on regional cooperation and the will to embrace change.



Security and Demilitarization

1. Gaza as a Terror-Free Zone

Gaza will be transformed into a deradicalized zone free of terror and offensive threats to its neighbors.

2. Demilitarization and Decommissioning

All military infrastructure including tunnels and weapons facilities will be dismantled and permanently decommissioned under the supervision of independent monitors. A buy-back and reintegration program will be internationally funded and verified.

3. No Role for Hamas in Governance

Hamas and other factions will have no direct or indirect role in Gaza’s governance. New Gaza will commit to peaceful coexistence and economic development.

4. Regional Guarantees

Regional partners will guarantee compliance by Hamas and other factions, ensuring Gaza poses no threat to its neighbors or its own people.


Humanitarian Relief and Reconstruction

5. Immediate Ceasefire and Hostage Exchange

Upon mutual agreement, hostilities will cease, Israeli forces will withdraw to a designated line, and hostages will be returned within 72 hours.

6. Prisoner and Remains Exchange

Israel will release 250 life-sentence prisoners and 1,700 Gazans detained after October 7, 2023. For every Israeli hostage whose remains are returned, Israel will release the remains of 15 deceased Gazans.

7. Amnesty and Safe Passage for Hamas Members

Peaceful Hamas members will be granted amnesty or safe passage to receiving countries.

8. Full Humanitarian Aid Deployment

Aid will be sent immediately, including infrastructure rehabilitation and rubble removal.

9. Neutral Aid Distribution Mechanism

Aid will be distributed through the UN, Red Crescent, and other neutral agencies. Rafah crossing will operate under the January 2025 mechanism.

10. Technocratic Transitional Governance

Gaza will be governed by a temporary apolitical Palestinian committee with international oversight from the “Board of Peace,” chaired by President Trump and including global leaders like Tony Blair.

11. Pathway to Palestinian Authority Control

The transitional body will manage redevelopment until the Palestinian Authority completes its reform program and can securely resume control.


 Economic Revival and Opportunity

12. Trump Economic Development Plan

A panel of experts will design a development blueprint inspired by successful Middle Eastern cities, integrating security and governance to attract investment.

13. Special Economic Zone

A designated zone with preferred tariffs and access rates will be negotiated with participating countries.

14. Freedom of Movement and Choice

No one will be forced to leave Gaza. Residents may freely stay, leave, or return, with encouragement to help rebuild.


 Security Transition and International Support

15. International Stabilization Force (ISF)

The U.S. will work with Arab and international partners to deploy an ISF that will train vetted Palestinian police and secure borders in coordination with Israel and Egypt.

16. IDF Withdrawal and Security Perimeter

Israel will not occupy or annex Gaza. The IDF will progressively hand over territory to the ISF, maintaining a security perimeter until Gaza is secure.

17. Contingency for Hamas Rejection

If Hamas delays or rejects the plan, aid and redevelopment will proceed in terror-free areas handed over to the ISF.


 Cultural Reconciliation and Political Horizon

18. Interfaith Dialogue Initiative

A process promoting tolerance and peaceful coexistence will be launched to reshape narratives and foster mutual understanding.

19. Pathway to Palestinian Statehood

As redevelopment progresses and PA reforms are implemented, conditions may emerge for a credible path to Palestinian self-determination and statehood.

20. U.S.-Led Political Dialogue

The United States will facilitate dialogue between Israel and the Palestinians to define a political horizon for peaceful and prosperous coexistence.
